This is a Low Relief kit designed to be sited at the rear of a layout against a backdrop or wall. 
 
Modelux low relief kits are highly detailed. They represent the front elevation and part of the side elevations of buildings or infrastructure. The kits usually are made up of many layers, adding the correct 'depth' to the relief. They are fully coloured and detailed.
 
The York One isn't based on any specific building. It represents a typical Wharf warehouse from the Victorian Era.
